What can I do if you don't have a Windows XP installation CD?

I bought a Dell Windows XP (Home) (Inspiron 6400) laptop, but they do not give you a CD to install XP with it (even though I bought the XP license, so have a XP product key).

Recently, I caught the Virus of Login-loop and need for an XP installation CD so that I can use it to boot my system in order to correct the registry or files that the virus has changed.

My question is, am I entitled to an installation of Windows XP CD (or a downloadable version) and it is on the microsoft Web site?

The idea of Dell, I guess, was that we could rely on the XP restore capabilities. However, this point if your operating system does not (including Safe Mode).

Or anyone knows any solution to the Virus of the connection loop without using the XP CD?
