What is TrustedInstaller (spelled That Way)?

I have a disk encrypted with all my personal files. However, I use the obsessive Sticky Notes. I posted here without result on the opening of Windows Live Mail in Truecrypt (nobody answered with a response satisfactory and feasible). Truecrypt offer intimacy is still tainted reminder in front-and-Center on my desk. I'm in the System32 folder, sought to Astrid and me two files, a MUI file, other Sticky Notes EXE. I tried to copy - paste the two in Truecrypt.

Here is the error message I got: "You need permission from TrustedInstaller to change this file."

Files not moved; StikyNot.exe.mui and StikyNot.exe remain on the C drive.

If there is no way to move this invaluable tool of Windows 7, I'll have to find an option that will be more trouble and a PITA. Can someone help me move the Sticky Notes? And what is TrustedInstaller?

TrustedInstaller is a part of the operating system and responsible for the installation/un-installing applications.  You can change this property by taking possession of the specific files.  Google appropriated

BTW I'm not an appropriation whole sale that some files need to be owned by TI
