  The 700 D requires Camera Raw 7.4 or later but is not compatible with Photoshop Elements 9.

  If you don't want to upgrade the PSE, you use the DNG Converter. You must copy your CR2 files in a folder and then use the DNG Converter to convert the files (CR2 to DNG), preferably in a new folder. Then you can import the DNG files in your PES 9.

  The DNG Converter is a standalone application and does not include EPS.

  You need Adobe raw camera 8.7 version. Unfortunately your software is earlier than the camera. ACR 8.7 is only compatible with PSE13.   It seems to be a problem with the hardware. I suggest you try to uninstall and reinstall the CD/DVD driver and check if it helps.
