Why is that what I am accused of $49.99 per month? instead of by year?

You probably did not read the details of the subscription during your registration. The $49.99 is a per month charge. You can pay for the whole year, but the price is much higher (multiplication times 12 for an approximate expenditure of $50).

I'm a film student and I paid for one month of the suite of student discount creative cloud just hoping to use it for the one month that I needed. Now that I do not have this software I decide to cancel that I did, but I was not informed about the cancellation until the end when I had already cancelled and I was told that I would be charged cancellation fees of £82 that I found to be very stupid and as a student, I can't afford the money with what I earned. So what I want to know is there is a way that I don't get charged that tax or do it where I am charged much less frequent? I find this very unfair and I said no then I would appreciate your help with my situation. Thank you

To give you a point of view when you talk to Adobe, the cancellation fee is part of the user agreement that you accepted when you registered for the subscription. Then, they told you about this before you even signed. They have mercy (and I hope they do - I was a struggle once student who had to work my way if College), but if they are not, consider this a life lesson right to read contracts before signing their.

I checked your account using the email address you use here in the forums - there is no subscription associated with that email address. So, that means probably that you be signed using a different e-mail (Adobe ID), to be subscribed through a mobile applications (via the AppStore).
That said, the subscription that I think you are referring (ExportPDF, which costs $19.99 / year) has never been free. We offer free cloud storage, so maybe that's what you think.
In any case, you can either follow the instructions in cancel your subscription or membership. Acrobat, Acrobat.com online services, or contact customer service if you have purchased your subscription from Adobe. If you purchased via a mobile applications, it is necessary to contact this store app for cancellation, as Adobe does not support subscriptions.

I doubt it has something to do with the software or the operating system. In my opinion, that this looks like a hardware problem, because the battery will be always charged if AC/DC adapter is plugged in. That's why it of not necessary to enable this setting in the configuration of the software.
