Why are cookies not deleted when I close Firefox?

My problem is that I put Tools / Options / Privacy / history to "Use the custom settings for history", then under "cookies", I put keep up to the: to the "closing of Firefox".

Yet, when I close my browser and restart any of the cookies are deleted. If I register my tabs, I be online on Web sites that are open in the saved tabs. But even if I close the site and then leave.     Do you use Add-ons that create cookies "opt-out"? If so, check the cookies that you see at the beginning to see if they are the opt-out cookies. Or temporarily disable the add-on and restart Firefox to see if the cookies are still created.

    Do not use 'Clear history of Firefox closing' to clear the 'browsing history '.

    Using the "Show my windows and tabs from last time" is a more reliable way to restore the session data.
