Why I don't receive in windows when I start my computer?

Recently, I lost internet because of configuration problems.  Who is fixed and now I'm able to go back to the internet.  But now, whenever I start my computer, rather than make the home and get into windows, I get a black screen that says that it is a screen of recovery console for windows and need to enter an administrative password.  I have to go to F8 to go to start windows normally, whenever I turn it on.  Can someone help me with this problem?

Looks like you need rebuild your file "boot.ini".  This article should help you get into your Recovery Console:

    The MpegSplitter.ax is a codec file. If you have recently downloaded/installed a codec pack (or a program which included this codec), uninstall it. A quick Google for "MpegSplitter.ax" brought a lot of links, but this one has very detailed troubleshooting steps:

    You can try those Microsoft committed the 'experts' ideas Support Engineer (1, 2, 3) for safe, clean boot Mode, Online Scanner, but I think that most of the people who know how XP would recognize that there is no component 'V protect' in Windows XP and a simple search Google reveals that your problem is with your AVG software and has nothing to do with Windows XP.

    You should look in their forums (like me) and here's what they suggest:

    Vprotect belongs to AVG Security Toolbar.
    Please try to run repair installation using the latest installation package.

    If the problem persists, please follow all the steps in the instructions to complete reinstallation .

    I think that if I were you, I would follow the instructions on the page AVG to uninstall and reinstall your AVG because there may be other parts of AVG who are afflicted that you have not yet discovered, but in AVG, some people with V forums protect problems find that AVG repair install works.

    It's extremely likely that you will need to replace the hal.dll and since there are seven files on the XP installation CD that will extend into hal.dll, which would you choose?  It depends on your hardware, but it is extremely likely that the problem (did I already say that?).  I've never had to replace a file hal.dll for this problem.

    The real problem is most likely that XP just can not find the file because of a file system corruption or a file c:\boot.ini afflicted.

    For this error, I would always be first boot from the XP Recovery Console and sometimes run a chkdsk-r that will fix things right to the top.

    If the chkdsk /r is clean and you have the same problem, and then re-create your c:\boot.ini file but rename the old one first so you don't build on top of those afflicted - this tidbit is absent from MS KB article that assumes too.

    You can do all this in the XP Recovery Console, but do go through these methods in this article and see how you go.

    For example, method 1 will not work if your system does not start.  You may have more luck with other "methods".

    If that doesn't work, then I suggest to provide a little more information about your system:

    The question was preceded by a loss of power, aborted reboot or abnormal termination?  (this includes the plug pulling, buttons power, remove the battery, etc.)

    The afflicted system has a working CD/DVD (internal or external) drive?

    You have a real installation CD bootable XP which is the same Service Pack as your installed Service Pack? (this is not the same as any recovery CD provided with your system)?

    If the system works, what do you think might have changed since the last time it did not work properly?

    You are LuLu5119, who posted a question last August?

    If this isn't the case, you should have started your own thread.  If so (and even if not), you should have responded to questions about Dell printers.

    Assuming that you complain of a "Error loading \3\DLBUtime.dll" message that appears when you start your computer, you should know that the DLBUtime.dll file probably has something to do with the software from Dell which has been partially deleted, but could also be indicative of malware as well as partially withdrawn.

    In both cases, the best way for start you to prevent the message at windows is to download Autoruns http://technet.microsoft.com/en-us/sysinternals/bb963902.aspx

    Install the Autoruns and let it complete the scan of your computer.  Then click on the "Connection" tab and uncheck the following entry:

    Look for an entry that has 'DLBUCATS' in the first column.  If you do not see that, look for "rundll32 \3\dlbutime.dll" in the last column ("path of the Image).

    Uncheck that entry, close Autoruns and restart your computer.  You should get is no longer the message.

    If for any reason, you find later that you need dlbutime.dll running, run Autoruns and check the box. If you decide that you need never again, run Autoruns, right-click on the entry and select Delete.

    As General precautionary measure, in case your entry dlbutime.dll was related to malicious software, rather than the Dell printing software, download the following free scanners:

    MalwareBytes Anti-Malware: http://malwarebytes.org/
    SUPERAntiSpyware Portable: http://superantispyware.com/portablescanner.html

    For MalwareBytes Anti-Malware, download, install, update and run.
    For Portable SAS, follow the instructions on the Web page (note that the instructions assume that you use a different computer to download; if you're not, just make a note of the name of the file).

    Spelling is important.  I'm sure that there is no 'i' in the file extension.  If you spelled the rest of the file name, then...

    Looking for errors like this by doing a search on Google for the name of the file.  Usually, they turn up without success.

    When a search in no hits or suspicious hits result, the answer is usually that the file in question is linked to the malicious software and your anti-malware application has deleted or quarantined file, but left to the Windows registry entry that tries to start the malicious software when you start your computer.

    First of all, download, install, update and run full scans with two of these free analytical tools:

    MalwareBytes AntiMalware
    SUPERAntiSpyware

    Do not run the scans at the same time.  They can take some time, so start an and then go for a non computer chore for awhile.

    If the scans does not solve the problem (and they can't, because the actual malware file has already been processed), then download and run Autoruns.  Click on the "Connection" tab and look in the column 'Image path' for the dll named in your error message.  If it is not displayed in the connection tab, click the "all" tab and use the file > search tool.  A characteristic of the search of Autoruns tool is that you must move the selection under the element line "found" before you "Find Next."

    Once you find the line with the file in question, either "delete" or (if you want to be safer) uncheck the box.  The latter prevents the line running, but you can reactivate it later by removing the check mark.
