  In my opinion there is no way to get the original restore CD to the Japan. You can get it just in Germany. I see only two options:

  -Try to get the original CD of Microsoft Windows installations and use Repair option see if you can repair the OS
  -Contact someone to send you to the Japan and Germany that can try to buy a new media recovery by service partners.

  Sorry, but I don't see any other possibility.
