Why my computer a little close?

I currently have a HP system that has windows vista.  For some reason any when I lock my computer, or log off of it if I know that I will not be disconnected for 30 minutes or more.  When I return to my blue light on the console is not yellow/orange (indicating normally that its connected or locked and even sleep) its still blue but its as if the computer is off.  The screen is black and the green button on the screen is yellow and my keyboard is quite dead because if I stop my computer.  Ive tried hitting ESC, alt + ctr + del and nothing happens, I have to turn off my surge protector, wait a few minutes and then turn it back on, peut it be fixed in my settings?  Help please

    • Press right on your mouse button when your desktop is visible. A menu will appear.

    • Look at the list of available screensavers. The first menu is marked '(none) '. Click on this title. Once you have clicked on the title, the "Apply" button will become operational.
