  Try opening the iPhone before connecting to Windows. If the film is not empty, then the device should be listed in Windows Explorer.   Well that s really strange have you tried another USB cable and different USB ports?

  Maybe on the new laptops the antivirus or firewall blocks access to the external hard drive. Check your security software and to allow external devices.
