Windows 7 set to no pagefile and I can't change it

I have a clean install of Windows 7.  When I start the PC the window advanced performance options open to set the page file size.  Since a printing installation failed because only discovered, it is incompatible, that this problem has occurred. I tried many ways to set the size of file page and reboot, it is off to no page file and there is no pagefile.sys file. I uninstalled since printing shop and did a windows repair, and none of them have solved the problem. I saw another guy with the same problem here, but it does not say how the problem was solved. Can someone help me with how I can solve this problem?

Starting from an CMD prompt high, run the following:
SC config afs start = disabled

(Note that the syntax of the command is very special - there is no space before the =, but there is an after)
