Windows Anytime Upgrade is no longer available - upgrade to Win7 Ultimate

I want to switch to Win7 Ultimate Win7 professional so I can use BitLocker and be able to share a drive locked with my computers Win8.1.  Unfortunately, the normal method of the upgrade through Windows Anytime Upgrade is no longer available.  There is a link to Windows online, but that only allows upgrade to Win8.  I already Win8 on another computer, but this OS is not appropriate for this computer.  Is this yet another example of Microsoft without end of quest for boring and confusing users?  I heard something about an upgrade key which must be purchased, but my search for the Microsoft Web site for such a key failed.  Anyone know how I can switch to Win7 Ultimate?  Thank you.
