I suggest that you configure the computer to start in minimum mode, download the update from the Download Center and try to install the update.
To perform a clean boot on a computer that is running Windows Vista:
a. Click Start, type msconfig in the search box and press ENTER.
If you are prompted for an administrator password or a confirmation, type the password, or click on continue.
b. on the general tab, click Selective startup.
c. under Selective startup, clear the check box load startup items.
d. click OK.
e. When prompted, click on restart.
f. after the computer starts, check if the problem is resolved.
If your problem is resolved after the clean boot, and then follow the steps in the following article to narrow down the exact source:

I have more than 10 thin clients with Windows Embedded Standard 7 with IE8. We are running a web application that crashes with IE8. I tried the upgrade to IE9 or IE10, but during the upgrade process, it stops and fails to install. I also tried installing various other browsers such as firefox and chrome, but they fail during the instalation.
Is there a limitation with the installation of other browsers or IE upgrade with windows embedded standard 7?

I have a Sylvania 7 '' Wireless Smartbook WEC7 (http://www.sylvaniacomputers.com/product.php?id_product=45) with the latest firmware, running on Windows Embedded Compact 7. It is produced by a Chinese company that manufactures several similar models, both with Windows Embedded and Android.
Internet Explore cannot download files. It is said "website not found" when I try to download an attachment to email (Gmail, Aol, MS exchange web, etc.), or click on a link that should cause a file download start.
I think it's at the level of the BONE, because I also installed Opera Mini 5.1 Windows mobile, which works well on the machine, and also, it can not download attachments or files.
I also have the earlier version of the Sylvania Smartbook running Windows CE 6 (http://www.sylvaniacomputers.com/product.php?id_product=41). IE and Opera Mini 5.1 work as expected, and download files.
