  Navigate to the location of the programs .exe file and right click on the .exe file, and then select run as administrator to install the modem.

  Only suggestion I've seen who could work is to understand what files they are manually and selectively instal time machine. Don't know what files choose so what makes a very hit or miss solution and I would rather understand how to change the permissions.

  You said that your HPSA said now that no update is available. This means that all updates have been made and that there is nothing to do right now. They could have just been stuck before.

  I can't say definitively one way or the other whether hardware or software that caused the problem.

  What I can tell you based on troubleshooting, you have done up to this point, it seems that the HPSA maybe just thought the update was done so it was asking you to do forever because it does not recognize that the phone had already installed.
