  Don't know what that means "all black and messy", but if you say that the settings application does not display itself properly, then this is probably a bug and you must file a ticket within Jira to report.

  If I understand correctly, you saw this black screen problem before a format.  After format and reinstall Windows, you still see the behavior of the black screen.

  This means two things:
