  If my IMac is low on space will start serving the original photos so that they are FAIR to Icloud?

  If so, what is the threshold of how much space it starts to do this?

  and if I recover my space again once on the iMac will be the original re download back to my iMac?

  You may not use the setting 'Optimize storage' - select ' download originals for the Mac ", if you want than the originals, to be stored locally on the Mac and on iCloud.

If you accidentally delete photo from your library, it is not possible to restore from iCloud. Deletion can be synchronized to all devices and iCloud, so the photo has disappeared everywhere.  You need a backup separate from your library on an external drive, even if you use iCloud photo library.
