  I used Premiere Elements in the past (up to the first 9 Elements) but only once a year to edit the video of last year my grandchildren. The change is now that I use a Panasonic SC-V520 and have been shooting in 1080 50 p. First Elements 9 does not support this format I think.

My problem: when I pull up a layer of the image and then add a layer of drawing on top, I can't draw/overlay anything on half of the screen drawing layer.   Here is a checklist that you can go through potentially solve your problem. When you have gone through the list, re - start of course to see if the icons will load at startup after you perform these steps:

  * You receive driver updates for your printer through Windows Update?
