  You must use a rule of interdependence of the data in the best approval to determine if there is a component of 'delay' in the time sheet.

  The approval data interdependence rule is a rule type time entry that evaluates the data on the scorecard and returns a value of OTL indicating 'Requires approval' or 'does NOT require approval. If you use it in an approval of the rule, the rule elements (for example who will approve) will only run if the approval IS required. Otherwise, it may default to automatic approval.

  They are not deleted.  While in the Inbox: see tab | Message Filter button. Check to show all Messages, not Hide the Read Messages.
