The same message occurs when opening certain programs such as: Quicken (titled qw.exe - bad Image), QuickTime Player (titled QuickTimePlayer.exe - bad Image), Garmin Express (titled Express.exe - bad image) and others. In all cases the message come up 3 times and once I clicked OK for everything the program runs normally.

  You run Autoruns and use the search feature (CTRL + F) to find pavwait.dll in the list? Once you find it, uncheck the box next to the line item.

  Have an older Dell Dimension E510 under XP SP3.  At the start we get successive 'BAD IMAGE' error merssages.  For example, one is for "Services.exe - bad Image".  We click on OK, and a few seconds later, another Bad Image error message appears.  At the time of starting ends, we counted 28 messages of bad Image, each of which we 'OK' to continue with start.
