Blue spinning wheel in the CC apps tab
When I click on the applications tab in adobe CC blue wheel just turns and turns. I lived two customer service representatives and two charges installs. I ran the vacuum cleaner twice. I also tried to create a "test of adobe administrator account." None of this has worked. This problem occurs on my PC and my Mac but my mac already has a few apps installed so I can use them at least, but I can't get anything on my PC. Help, please.

If you don't have the Adobe product other than the creative cloud on your computer desktop application, you can try to remove all Adobe applications and record of all the places and then try with fresh installation process.

Please try following steps depending on your operating system
(MAC)
(1) close adobe every process in activity monitor (creative cloud, sync Core, CC library, services for the desktop application adobe, adobe office, broker CIB Adobe updater AAM service)
2) navigate to the following locations and assign all permissions to the adobe folders to the current user. To navigate click finder, and then in the menu goto bar... type/library/application support of / and then click OK.
(3) to assign the authorization right click on adobe folder and click on Get info... A window will open. Then click on the lock symbol to allow editing. Then click on sign + to add your user name. Then change read only to read and write. Then click gear icon on the bottom and click on apply to the elements included and click ok... Go to the next step then.
3) navigate to the location following support/adobe application and rename in oobe to oobe.old and aamupdator.old aamupdator.
(4) place you ~/Library/application support/adobe/oobe and rename in oobe to oobe.old and aamupdator.old aamupdator.
Cloud creative library and remove 5 open application).
(6) open utility library of the application itself and delete Adobe application manager and creative cloud
(7) install creative cloud from link according to https://creative.adobe.com/products/creative-cloud
(8) launch cc app and it should work properly

Go to c:/programdata/Adobe and oobe and rename it oobe.old
Go to c: / / programfiles86x/common files/adobe/and rename the oobe oobe.old and aamupdator to ammupdator.old
Go to c: / / Users/username/appdata/local/adobe/rename in oobe to oobe.old and aamupdator.old aamupdator
Go to Control Panel/Add or remove programs and uninstall cloud creative app
Install app creative cloud from link according to https://creative.adobe.com/products/creative-cloud
Run it and it should work.

I just changed with the trial of ADOBE FIRST CC and I have my most important deadline on Friday, and obviously the test 30 days ended today.

I have done the following:
1 - CC uninstalled desktop application
2 - remove all the files in the OOBE folder for my user profile
3. restarted
4 downloaded again the CC desktop app and reinstalled
I'm stuck on a blue spinning wheel after the login prompt. All I see is the behance tab and the applications tab. No screen, no files tab, no tab fonts... I can go to the preferences, but cannot make changes, because it goes back to waiting. My Internet works fine, at the same time.

Open the Finder, click go > go to folder. Type in ~/library and press ENTER.
Open the Application Support/Adobe folder and rename the OOBE OOBEold folder.
Click the icon of the Apple at the top left, select System Preferences
Choose the network that is currently connected to the internet can you Ethernet or
Airport (Wireless). Click the Advanced button, and then click tab proxy servers.
Under "Select a Proxy Server to configure" uncheck all the boxes proxy, then uncheck "use FTP the passive Mode (PASV).

I wrote a question for a while to get the spinning wheel next to the symbol wifi in the status bar on my iPhone 6. I checked the background app refresh to see if it was looking to update my applications in the background and that has been turned off. I've been in situations where something has been empty my independence as well. So, since it seems to be draining your, I'll have you try a few more troubleshooting ranging from easiest to hardest.
I'm almost certain that you tried to reboot your iPhone. If you do not, it is the easiest step and gets overlooked often. If you have tried all the steps I provided here, feel free to ignore them.
For the safety of your data, whenever you reset a device, it is always a good idea to have a new backup of your data
