    I have a similar computer.   It will accept 6 GB of memory.   It is far from slow and Etrecheck reports he cited as excellent.   I think you have some unnecessary baggage in tow.   Why not download and do a report for us Etrecheck.   Publish it as an answer, here, and maybe we'll find the reasons...

    Usually, you can use modules of RAM and faster RAM module (in your case, DDR2 800 Mhz) would be clocked at 667 Mhz.
    But in many cases, there are problems of compatibility in many cases, the laptop will not start using different Rams.

    So I think that it of better to use exactly the same RAM modules to avoid these problems, but who knows, maybe you could mix without any problem, you will have to try this out!

    I would like to extend the 4 GB RAM so I bought Kingston DDR2 667 MHz 2 x 2 GB KVR667D2S5 / 2G modules.

    But the computer is not started.
    It does not start with the single module or with two modules are installed.

    If I install set of Samsung 1x1GB + Kingston 1x2Go, computer starts, but Widnows 7 32 bit see only 1 GB of RAM.

    If I update the BIOS, will it work?

    In my opinion it has nothing to do with the BIOS update. It's the compatibility issue.

    As you already know that your laptop can be upgraded up to 4 GB and you use 2 x 2 GB modules.
    2 GB compatible RAM has PA3513U-1M2G part number.

    I checked the page Kingston and memory module with KTT667D2 part number / 2G is listed as compatible for your Satellite U300 - 13 M.

    Satellite A60 supports PC2700 DDR SODIMM 200 pin like on this page says:

    Only a single memory is expandable! So, you can use only one slot for an upgrade!
    You can use max 1024MB module and memory can be improved for max 1.25 or 1.5 GB. (according to the amount of memory the memory internal)

    The speed of the module can be different! I m not 100% sure, but I guess that the laptop supports a 533 MHz FSB (front side bus) and therefore, you can use the modules of PC2700 memory with 533 MHz speed.

    The mobile version of intel of the 965 chipset runs only the memory at 667 MHz and the desktop version of the 965 chipset running at 800 MHz memory.

    Why is it strange to you.
    This is nothing unusual. Is that you can also use 667 MHz modules! But they will run at 533 MHz due to the speed of the FSB. As I see it s clear to you.
    Always it is that there are several A200 series and some of the Satellite A200 supports FSB 667 Mhz.
    But it seems that all mobile A200 were equipped with RAM 667 MHz modules and they are certainly better than 533 Mhz modules.
