    If my memory serves me correctly the free manufacturers update to Windows 7 offer was finalized in January 2010 and it only applies to Vista purchased between July 2009 and then.

    Nobody knows.

    The usual policy of Adobe in the past, it's that if you buy a version of Lightroom and within 30 days a new version comes out, they will give you a free upgrade. The problem is Adobe never pre announcement when the new version comes out. (And of course, Adobe could announce a different strategy for Lightroom 6)

    So, its up to you if buy you now or wait.

    You are unable to download any version of Windows.  You must contact the computer manufacturer that built your computer and install Windows 2000 on it to see if you can get a copy of their share.  I highly doubt you will be able to because Windows 2000 is entirely not taken in charge since 2005.

    The Windows 7 Upgrade Option program debuted on June 26, 2009 , it provides that anyone who buys a PC to a participant OEM or retailer with Windows Vista Home Premium, Business or Ultimate to receive an upgrade to the corresponding version of Windows 7 at a cost little or not. The Option Windows 7 upgrade program will be available until January 31, 2010 and is global.

    When I go to the Store tile in Windows 8, I was happy to see the "upgrading to Windows 8.1 free". I read about this free update, but it has never been available for me so far.

    However, when I click on download, it gives me an error saying: "you must use an account with administrator privileges. I'm an admin on the machine (for example I can run a command as administrator prompt without giving any creds). So I am confused on how to proceed.

She said that the new pc sells for 299-499, but that she would give me a discount and sell it to me for 269.99... in any case, I ran the windows 7 upgrade advisor and it said that my computer can be upgraded to windows 7 32 bit home premium or ultimate. everything was fine... I should have know it was just the HP just lying to scare someone and sell another computer...

    If you have a computer from a "direct OEMS" (e.g., Dell, HP, etc.), it is without doubt a restore hidden on the hard disk partition.  How access and use this feature differs between manufacturers, so again you must call the computer manufacturer or visit its web site.
