  What type of recovery system are you running? What are the exact error you are receiveing? You can also save all your data and perform a repair XP installation. See below on how to do this.

  1.	When the message Press any key to boot from the CD appears on your screen, press a key to start your computer from the Windows XP CD.
  2.	When you see the message to install Windows XP nowand then press ENTER is displayed on the Welcome to the Setup screen, press ENTER.
  3.	Do not choose the option to press R to use the Recovery Console.
  4.	In the Windows XP licensing agreement, press F8 to accept the license agreement.
  5.	Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP.
  6.	Follow the instructions on the screen to complete the installation.

  What Antivirus utility you installed? Try disabling it temporarily and see if you are able to download the file.

  When you download a file, run it from its current location or save it to your hard drive?

  If you run it from its current location, try first save it to your hard drive. Alternatively, you can try to save it to another location.

  What web browser do you use? Have you tried to isolate the problem by running another web browser like Chrome, Firefox?

  How long it has past? Have you installed a new hardware or software since you started facing this problem?

  Have you tried using another user account?
  What type of Internet connection you are on, wired or wireless? If you are on a wireless connection, try switching to a wired connection and try the download.
  Press the Windows key + X
  Click prompt (Admin)
  At the command prompt, type the following command, press ENTER.

  1. click HERE to download and install Microsoft Malicious Software Removal Tool.
  After you run the tool, restart and test.  If you're still having problems, go to step 2.
  2. run the Chkdsk command:
  Click "Start" > click "Run" > type cmd in the box and press enter
  In the command prompt, type chkdsk /f c: it will check and fix the errors on your hard drive.
  Test your system after running chkdsk.
