Cannot access "the consignment covered by this shortcut is not accessible" error in applications

Original title: I messed up my computer.

I literally messed up. Okay, so here's what's happening. I tried to remove this SN. Outfitter with REVO Uninstaller 1.80. I didn't save the files, I jumped it. Then I chose the advanced scanning modes and then after scan, there's this 'found remaining registry objects. I don't bother to watch it because its really much I can say because the scroll bar is really thin. I so select them all and click on delete. Now the next step is the "found leftover files and folders. Now in this one, I was confused because some of the files are important. So what I did, I closed the uninstall program and tried to open google chrome... and this happened . An error appeared. I can't access some of my programs here. The same error keeps appearing. Is it possible that I can get the registry files that I deleted? Don't back up the files. I messed up. Help me please :((

Thank you tho. But I already know how to fix it. What I did is, since the shortcut does not work, I open the file on local disk > program files. Then after that I open it, there is a pop up that appears saying "you not currently have permission to access this folder." I just click on continue if I get permanent access to this folder. After I click on continue, I can now open the application shortcut in desktop :)
