Cannot associate Microsoft Wedge keyboard, Iogear Bluetooth adapter

I recently bought a keyboard wedge of Microsoft.  I was able to pair it to my Asus laptop computer with bluetooth built-in.  I bought a bluetooth Iogear 4.0 Micro USB adapter and installed in a USB port on my HTPC.  I could get my Logitech mouse to sail immediately.  The MS keyboard is not detected at all.  I tried different USB ports, reboot, removal and replacement of the batteries in the keyboard.  There is still not detected at all.  I tested it again on the laptop and it is immediately.  Is their a problem of compatibility.

HTPC is Windows 7 SP 1-64 bit with all the service packs.

In Windows 10 Pro on a Dell Latitude 10, he kept saying "who did not"(même si il était connecté avant dans une version précédente de Win10, une nouvelle version de l'OS anéanti il), then I noticed the flashing pairing light flickered just red. "" My Tablet it would recognize so it linked a bit but just kept failing. That is when it hit me a red flashing light was the issue, it should flash red/green to the pair. I have at this time was to remove the batteries and put them back in and press the Bluetooth button and bam they were flashes red/green and connected without problem.
