Cannot get on internet unless in safe mode on XP

I have XP SP3 and all of a sudden, I'm not able to get all Web sites unless I'm in safe mode.  I ran Malware Bytes and tried running Avira, but I'm not allowed to update the database of Avira.  Malware Bytes picked up a certain number of things.  Also I am not able to run Windows Update in safe mode, so I can't check what is wrong.  I tried to fix the .net framework with no luck... .the dotnetfx.exe cannot run... any suggestions?

I tried a lot of things with no results.

I suggest check your network connection settings and see if it is correct or not. Also, open internet explorer, go to the connection, and the option internet tools and see if everything is OK, he.

Also in normal mode go to internet option and in advance tab then reset IE.

    Clear the check mark in the box secure boot and under the general tab, select the Normal startup option. One or the other of these options are not available

    Press apply, then the OK button.

    When the program prompts you to restart, allow it to do, and you should boot into normal mode in Windows Vista.

    I think that you may need to perform a clean reload OS... from your post, I can't quite tell if you did that.

I'm sure that yesterday we have a 192 ip address and the address of a default gateway and succeeded to another computer on the network but still could not get on the internet, but failed to get the IP 192 today.     More information - Vista computer also has a wireless adapter that when activated, it works but we have the connection Ethernet also works. I tried to connect with the mode safe mode with networking, but get the same thing. I thought to reset tcp/ip, but given that the wireless adapter is able to connect, does that mean tcp/ip works on the computer and running that a fix would be a waste of time? I don't want to do anything that could screw up the wireless adapter. Ethernet is on board so that it cannot be let go and need to reinstall. Any ideas will be greatly appreciated!

    Thanks for your reply. I tried to remove the network adapter from Device Manager and allowing windows to reinstall but it does not solve the problem. It is a desktop computer. I started to think about how the cable could have been pulled and could have damaged the Ethernet port and was going to ask you what the lights where the cable plugs into the Ethernet port average. It's a green light solid with a yellow flashing light next to him. I decided to shut down the computer and blow the Ethernet port with compressed air. To my surprise, it works now!
