  This error indicates usually that one of the following problems:

  • You are not connected to Creative CC Cloud Desktop App and/or Adobe site with the same Adobe ID modules.   If the SFC was not able to repair files then the best thing to do is to reinstall Windows.  You can try running a disk error check, if it fixes all of the problems, and then rerun the SFC and then install and run the System Update tool.  If there is still a problem with the SFC nto be able to complete then you should do a reinstall.

  Usually with the code 646 error, if you download the update and install it manually that will fix the problem.

  You already have it and, therefore, you do not need, or you, can download another Windows Firewall.

  Microsoft Security Essentials (MSE) will close your Windows Defender because MSE has its own advocate and performance 2 defenders in the same machine allows to create conflict, not to mention redundant.
