Cannot make a new tab

I'm a FireFox user for years. I don't know how to open a new tab file-> new tab does not open a new tab by clicking on the plus sign to the right end of the existing tab does not open a new tab. I am running FireFox 3.6.15 under Windows 7. Is there a bug in the latest update of FireFox?

The Ask toolbar is originally only in versions of Firefox 3.6.13 +. Obviously something in this extension is not compatible with a Firefox security patch. Disable this extension or uninstall it.

    In this latest version, the "+" at the end of the line is no longer opens a new tab. Nothing happens except the screen that says it will open a new tab. I'm on version Beta 30 and who says that I am up to date. I thought I saw a 'flash' that 31 of the beta was available. Saw it once so I don't know. It is a NEW issue for me, and I've been on Beta 30 for awhile.
