Cannot open program

Hello
I downloaded a program related to forex trading as an EA warning system, but it does not open. I know several people with the same program who do not have this problem. I was able to open it in safe mode but not in normal mode. I am using windows 7 I've downloaded using Google Chrome.

I can click on the programs icon that goes to the taskbar, but when I double click on it it will not open, when I move the mouse over the icon it shows an empty white box. When I put the cursor on the white box all the other programs disappear and there is just the desktop display with an outline of a transparent box

I have tried to uninstall and re install several times but no avail. Anyone know what the issue is here?

When I right click on the icon I get 3 options: 1 name of the program, 2 pin this program to taskbar and 3 close the window.

I also went in the control panel and disabled security antivirus firewall protection and internet security settings, it made no difference.

one thing that came up a few times, don't remember how much.

I get this message: ABSDataBase1: database file 'tmdb4.abs' does not exist

On another forum somebody siggested perform a clean boot  http://support.microsoft.com/kb/331796?wa=wsignin1.0 which could ID something else that might be in conflict. Is recommended and if so the instructions in this article are related to Windows 7?
a few other things that I discovered.
When I trouble shoot compatibility test I get the ABSDatabase1: database file 'tmdb4.abs' does not exist

It is an EXE file. file when I right click the icon in program files 4 781 KB
then, there is a file tmdb4.abs ABS 117KO
also a VCD 1Ko appsettings, but also a solid file folder and uninstall the application
That's all.

Why would he say that the ABS file does not exist if it is there. I did a scan on it and said "no threat found" is also a scan of malware with 'no malicious items were detected.

I would point out after spending hours on the last 3 months, I finally discovered what the problem was. It has everything to do with the screen resolutions, having 3 screens 1 was running 6 resolutions lower than the other 2 when I made them anyway the program open.

    Boot from the Windows 7 DVD
    Click Install now
    Accept the license agreement
    When the option is displayed to select a type of installation, click (Custom advanced)

    Select the disk partition where you want to install Windows 7 click Next.

    You will receive the following warning:

    The partition you have selected may contain files from a previous Installation of Windows. If so, these files and folders will be moved to a folder named Windows.old. You will be able to access the information in Windows.old, but you will be able to use your previous version of Windows.

    (At all costs, do NOT click on anything in Format, deletion or Partition name.) So even do a custom installation, your personal files are still kept. Click OK

    The installation program will now begin installation. During installation, your computer will be restarted several times.

    Once the installation is complete, you can complete the Out of Box experience as the choice of your laptop, create a username, password, your time zone. You can then proceed to download the latest updates for Windows and reinstall your applications and drivers.

    You can then retrieve your personal files from the Windows.old folder and reinstall all of your applications and drivers.

    I just noticed that I can not access the internet directly by clicking on the icon. a window opens asking for me to choose the program I want to use to open IE.  He would then run the program but nothing happens and it goes in circles asking to select a program to open, run, etc.

    Soon I noticed that clicking on other applications would result in an error message saying "Application not found".  I can't remove programs from my control panel because it is inaccessible, I can't open Microsoft Office programs directly unless I go to my computer.  I can't do a system recovery or restoration; the same messages will pop up. So basically, I can't make any changes to my desktop or access directly programs.  Help, please.

    There may be several reasons for the restoration of the system do not have to work.
