Windows Vista cannot open programs and icons disappeared

I have a Fujitsu with Windows Vista Tablet.  Last year, it was fine. Recently, I downloaded this program called Stardock, to change my login screen. It is sometimes unresponsive so I restarted the program and the problem would be solved.

A few days after I downloaded some themes from their Web site and load them into the program itself, and he did not. After that, when I tried to reopen, he said something. I restarted, and now the login screen is black, my icons on the desktop are missing (cannot see passwords files and not the images).     had a virus earlier today, I think it was the security of windows one... anyway I got rid of it with malwarebytes and restarted my computer. now, for some reason, I can't run programs without going through a right-click and run as an administrator.
    When I try to run normally (left-click) I get this window "open with."
    I'm not very good with technical terms, but I tried several fixes that have failed

    When I right click, open properties, then open the tab compatibility... "run this program as Administrator" button is grayed out so I can't do anything with that.
