When you try to open a control panel applet, you see a message like this:

If the file is actually missing, it was probably quarantined (actually deleted) programmatically your antivirus or anti-malware not specified that you use.
You can look in the c:\windows\system32 folder and see if the file is actually missing or not, and if you find that it is missing, you must replace it somehow.
Despite the repeated Microsoft committed advice of 'experts' Support Engineer to run the System File Checker, run sfc/scannow won't help you and it does not replace the missing file. That's not what sfc/scannow does it's not how it works and it's not what it is for.
Here's what works :
I downloaded a copy of XP Pro SP3 file you need on my SkyDrive (everyone has a SkyDrive for file sharing).
You can download it and when you do, place a copy of the file in these folders (assuming that Windows is installed on your C drive):
c:\Windows\System32
c:\Windows\System32\dllcache (this is where XP keeps backups of important files).Here is the link to my SkyDrive and you can get the file you need here:

When you see the files available for download, you can not see the file extension (.exe, .dll, .cpl, .sys, .zip, etc.), but when download you them they will have the right extension.
When you download the file (especially if you use Internet Explorer), when you get a chance to save the file, your browser is unable to save the file with an extension (by example, .exe, .dll, .cpl, .sys, .zip, etc) then you will need to manually add the extension appropriate to the file when you download the file before you save it.
You can download the file without the extension, and then rename the file to add the appropriate extension. You do not want to use a file called rundll32 when the name of the file should really be called rundll32.exe (if the downloaded file has no extension, you will need to change the name of the file to add the appropriate extension to make it work.
You then put the downloaded files in the correct folders on your system.

Group administrator cannot open Control Panel, Manager of tasks or access networked readers

I have a little trouble getting one of our computers in the domain to cooperate. We've added a bunch of user profiles of domain on this computer, all under the administrator group, but nobody except the local administrator can access network drives, open Control Panel and open the Task Manager. Even our domain administrator cannot do the previously listed. We have 3 other computers that use all the same members, and they are all very well, so I don't think that the question lies in group policy. It's almost as if the local administrator group settings have been changed somehow? I went into the local group policy and all settings seem correct. I'm puzzled little at this stage. This could be the cause of this problem? What is a corrupt local administrator account? For any help or suggestion would be greatly appreciated!Thank you!Hi Jay,.

KB3035583 failed - cannot access control panel or turn off PC
Because today, I'm not able to access control panel or turn off my PC Windows8.
I checked the software updates, and I see that the KB3035583 update failed last night. If windows 10 update I don't want installed nor am I eligible for it. However, this update failed meant now I can not access PC settings, control panel or turn off my PC. Also I am not able to run any command as an administrator because it tells me that I don't have that even if I am sure that this feature is enabled, and it's my PC denied access. I also tried restore but even that does not work.
Advice please?

If SFC could not fix something, then run the new command to see if it can be able to next time. Sometimes, it can take by running the sfc/scannow command 3 times restart the PC after each time completely fix everything what he is capable of.
If not, then run the Dism/online/Cleanup-Image /RestoreHealth command to repair damage to the component store,

Cannot access control panel or Windows updates and not more sound
Yesterday, I restarted my computer and a message keeps popping up that I am victim of software counterfeiting (in reference to Microsoft Windows) when I bought the computer at Future Shop just a year ago. Also, now there is a red X on the speaker icon in the corner and said "no audio output device is installed". I followed the instructions mentioned in another post, as well as other Web sites, and nothing seems them works. Above everything else, I can not access the control panel. It appears and disappears immediately. If this were not already enough, Windows Update does not work or the other. The icon is there, but whenever I click on it, nothing happens.
I only bought the computer a year ago, and there is already a long list of problems with it. I'm at the end of my rope! If someone is brave enough to tackle these problems, I would really appreciate it. Thank you!So.Lai,

If I leave the computer for a while, the screen freezes.
I can't stop the computer correctly in the start menu, but have to do it from the Tower
by pressing the button until the orange indicator light appears. Instead of going to start, log off etc.
I can't access control panel either, but everything else seems to work very well.
Also, the taskbar disappears.

It's actually a bit more complicated to do than of simply by clicking a button. Is there a particular reason you want to uninstall OE? It mgith be easier to leave and have Outlook 2007 works as your main e-mail program.
If you do not want to uninstall, follow the detail what posted here.
Log in your computer. Make sure that your account has administrative rights. Your CD-Rom drive must be empty. Remove any disc which can be inside.
Double-click the "My Computer" icon on your desktop. Go to the 'Tools' menu and select 'Folder Options '. Click on "display".
Go to the section "hide files and folders. Click on 'display the hidden files and folders '. Check the option "Hide extensions of known file types" to clear it. Click on, and then clear the checkbox "Hide protected operating system files." A dialog box with a warning message is displayed. Click on the Yes"" button. I'm trying to access the control panel and whenever I try to access the control panel it comes up with an error that Windows Explorer has stopped working and said then that reset Windows Explorer. I stopped and restarted and that did not help.
An error in ntdll indicates that something has corrupted once you fixed with SFC. You need to an antivirus and anti-spyware software to help you. You must restore the backup system, if available.

If you have installed some stuff and you want more, then Yes, uninstall it from Add/Remove.

I have Windows Vista Home Premium running on Lenovo laptop. Recently, I cann't open the browser IE, the same panel. I don't have a Vista CD. But I have the product key provided with the laptop. Please, help me to make it fully operational as before.
Assuming that you can always connect to your computer in normal mode:
Run a check of the filesystem to find corrupted files and repair them if possible.
Start button > Search box type cmd > look up, do a RIGHT click on cmd.exe > click run as
Administrator > in this window type cmd black and white, on the
flashing fast sfc/scannow > press the ENTER key.
Note: there is a space between
'sfc' and ' / '.
To sit and wait. It will take time.
When finished, exit the cmd window.
Reboot (restart your computer)After that, check if you can run the computer as well as to access the IE.

Cannot get the buttons to add or remove parts of a complex table
I have a form with tables inside tables and need to add/remove lines and swathes of the table, but can't seem to get the buttons to work. The form can be found here: https://acrobat.com/#d=aS0xCt4bzIRGqip-HBtrXg when I open the form in acrobat and try the buttons, I'm prompted to save the form, but nothing is added/removed. Finally, I need to fill out a second form with the same data, or else this table would be so complicated. No idea as to what I'm missing here?

For all / delete lines, forms need to be saved in dynamic PDF.
2. the syntax of reference for Add/Remove lines won't.
