Cannot access control panel Add/Remove programs and Windows xp system files

I get the error message: Windows cannot find 'C:\windows\system32\rundll32.exe' when I try to open add/remove folder in Control Panel

If you click START then type C:\Windows\System32\rundll32.exe' (without the quotes) and press on enter, what happens?
If it says its lack, try this:

1. download a copy of rundll32.exe from this location: http://sites.google.com/site/pwdionline/Home/rundll32.zip
* This version works with Vista 32 bit to get references
2 extract the file to your desktop, right click and select 'copy '.
3. click on START
4. click on 'computer '.
5. double-click on "disk Local (c)"
6 double-click on "Windows".
7 double-click on "System32".
8 right click in all white space, and then select "Paste".
9. restart your computer

    Have a complete analysis of the virus...

    Then do this...

    1. Put the CD ROM Windows XP disc in the CD ROM drive
    2. Click Startand then click run.
    3. Type expand X : \i386\rundll32.ex_ c:\windows\system32\rundll32.exe in the Open box, where X is the letter of your CD drive.
    4. Restart the computer.

    never remove any program installed on a windows operating system, always uninstall.

    You can uninstall cs5 before or after the installation of the cs6. or, you do not need to uninstall, at all.

    If you uninstall before installing the cs6, you will be asked your serial number cs5 (in addition to your cs6 series.  If you leave cs5 installed, you won't need the cs5 serial number to install your cs6 upgrade.

    Method 1:

    You can check if you have found errors in the case where the Viewer, and if you find one, let us know the details. Check out the link for more details below:

    You can even perform the clean boot on the Windows XP computer and check if you can identify the application that is causing problems in the clean boot state. To perform the clean boot follow step 1, mentioned in the article, below, and then try again checking in this state of boot -

    If the issue is resolved check what non-Microsoft service or program is at the origin of the problem. referring to article and following the other steps.
    When you are finished troubleshooting, follow these steps to reset the computer to start as usual:

    a. Click Start, type msconfig.exe in the start search box and press ENTER.
    If you are prompted for an administrator password or for confirmation, type your password, or click on continue.

    b. on the general tab, click the Normal startup option and then click OK.

    c. When you are prompted to restart the computer, click on restart.

    Yesterday, I restarted my computer and a message keeps popping up that I am victim of software counterfeiting (in reference to Microsoft Windows) when I bought the computer at Future Shop just a year ago. Also, now there is a red X on the speaker icon in the corner and said "no audio output device is installed". I followed the instructions mentioned in another post, as well as other Web sites, and nothing seems them works. Above everything else, I can not access the control panel. It appears and disappears immediately. If this were not already enough, Windows Update does not work or the other. The icon is there, but whenever I click on it, nothing happens.
    I only bought the computer a year ago, and there is already a long list of problems with it. I'm at the end of my rope! If someone is brave enough to tackle these problems, I would really appreciate it. Thank you!

    Because today, I'm not able to access control panel or turn off my PC Windows8.

    I checked the software updates, and I see that the KB3035583 update failed last night. If windows 10 update I don't want installed nor am I eligible for it. However, this update failed meant now I can not access PC settings, control panel or turn off my PC. Also I am not able to run any command as an administrator because it tells me that I don't have that even if I am sure that this feature is enabled, and it's my PC denied access. I also tried restore but even that does not work.

    Advice please?

    Note

    If SFC could not fix something, then run the new command to see if it can be able to next time. Sometimes, it can take by running the sfc/scannow command 3 times restart the PC after each time completely fix everything what he is capable of.

    If not, then run the Dism/online/Cleanup-Image /RestoreHealth command to repair damage to the component store,

    Repair-WindowsImage-online - RestoreHealth

    Restart the PC afterwards, and then retry the command sfc/scannow .

    If still no, then try using ONE OPTION above to run the command sfc/scannow at the start

    If still no, then you could do a Refresh of Windows 8, or run a System Restore using a restore point dated before the wrong file occurred to fix. You may need to repeat doing a restore of the system until you find a restore point that is older that may work.

    If not yet, then you can use the steps in the TIP box in the section THREE OPTION to manually replace the files SFC could not fix.

    System Restore can return programs and system files from your PC to a time when everything was working well. This will not affect your documents, images or other data.

    Do a System Restore to an earlier date and check if it works.
