Cannot use the Panda Cloud Antivirus.

Original title: Windows 7 Home Premium - Panda Cloud Antivirus inactive

Panda works passively, but will not actively work.  I tried to re-setup and other authorizations nothing helps.  It says always not sufficient privileges.

I opened a new account and administrative functions of Panda actively on that.  A friend told me that anything I can do to correct the original account is to reload the operating system.
Is it true, or is there a simpler solution?
