Computer guard boot in safe mode, following a bad virus

Hello world.
My laptop was recently infected by a rather nasty virus that stopped me being able to open my anti-virus (avast) software in order to get rid of it. There was a lot of other programs I could not open the internet including Explorer. I left my computer for a few days and decided to buy a system restore software to completely erase my hard drive. I was quoted £50 so I decided to have a last date. I started windows in safe mode and miraculouly managed to open avast this time, I did a full scan and 9 infected files deleted.
All the virus seems to have disappeared, but there are a few remaining problems. Now, whenever I turn on my computer windows starts in safe mode (even when I select the option to start windows normally). Windows Explorer keeps not working and closure (for example, when I try to go to the control panel) and my laptop will not connect to internet broadband in my house.
Is it possible that I deleted some important system files while getting rid of the virus, or everyone recognizes it as something else? I'm scared, I'm just a normal user, and I don't know too much about computers so please go easy on me.
I'd appreciate any help anyone can offer.

No one program cannot be used to detect and remove any malware. Added that often easy to
detect malware is often accompanied by a much more difficult to detect and remove the payload. If it is better
to be too full now than paying the price much later. Check with them to an extreme overdose
point and then run the cleaning only when you are sure that the system is clean.

    The computer starts in safe mode, and work slowly.

    Computer would boot in safe mode if the safe mode startup option is enabled in the system configuration utility.

    Uncheck the boot option:

    As you are able to boot to the desktop in Mode safe, it means that the third-party application prevents the computer from starting in normal mode.     Do you know when this problem started?  Try a system restore to a point in time BEFORE the problem started.  Here is the procedure: http://www.howtogeek.com/howto/windows-vista/using-windows-vista-system-restore/.  Don't forget to check the box to show more than 5 days of restore points.  If the first attempt fails, then try an earlier point or two.  NOTE: You will need to re - install any software and updates that you have installed between now and the restore point, but you can use Windows Update for updates.

    If the system restore does not work, do a startup repair, boot from the disk Installation of Windows Vista genuine (or one that you can borrow from someone) or a recovery disc.  Here is the procedure: http://www.bleepingcomputer.com/tutorials/tutorial148.html.  You may need to change the BIOS to do first the CD drive in the boot sequence to boot from the CD.  To do this, hold the screen that tells you the key F to push to enter the menu start or start of installation.  Push it quickly.     Black screen problems are extremely difficult to repair and all hotfix is usually a hit or miss
    base. That there is no information on a black screen as there is just a blue screen
    adds to the difficulty. Often using a restore point or Startup Repair will have no effect.
    You can try a google to see the proposed repairs, whom some have worked however these
    cover a wide field of efforts.

    A good Vista DVD contains all versions of Vista.
    The product key determines which version of Vista is installed.

    There are 2 disks of Vista: one for 32-bit operating system, and one for 64-bit operating system.

    If install a cleaning is required with a good DVD of Vista (not HP, Dell recovery disks):

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu

    I just had a new hard drive installed with xp. When I login with my username I notice there is no under Documents and Settings administrator account. It has no administrator under USERS account. When I boot in safe mode, the administrator account is here. How can I get the administrator to display on my ID?

    Cannot delete the administrator account.  That is, it does not display.  To show this, open a command prompt window (start-> Run-> "cmd") and enter the command:
    net users
    This will display a list of all the users set up on your system.  I bet that 'Administrator' is one of them (as in 'comments').

    To connect as an administrator, you should disable the auto logon in Windows XP feature that allows to bypass the login screen.

    Well, to prevent to load in safe mode, you should be able to press F8 when your computer starts, then select start windows normally. If it says that you have hardware problems or network you can or you can't. If you start windows normally and nothing seems wrong, you can start the Device Manager to check the hardware and just go on the internet to see if the network is fine. To enter the Device Manager, right click on my computer, then select Properties, then on the new close window left click Device Manager.

    Ensure that your data is backed up / copied to external media. It seems that your PC has a hardware problem. If it's a name brand PC, for example Dell / HP etc it may have preinstalled utility test read the manual or manufacturer's web site
