Computer won't past configuration publishes 3 of 3

When the computer is started, that's what he said "Configuring updates 3/3. All 72%. Do not turn off your computer.
The problem is; that's not cmplete updates. He gets up to 72% and then the computer says close. The screen goes black, then it starts up and made whole again and does not stop unless I have completely disable the computer. I tried to hit the exhaust when starting up and tried all the suggestions and even now restore to a different time. It does not yet. My wife has Windows Vista. Please help I get flustrated and ready to throw it at the door.

    ·       Try to remove your hard drive and unplug the cable.  Then re - attach the cable and re - install the HDD.  Somehow, the cable may have come loose and it may solve the problem.  If this does not work, follow these steps:

    Do a startup repair, boot from the disk Installation of Windows Vista genuine (or one that you can borrow from someone) or a recovery disc.  Here is the procedure: http://www.bleepingcomputer.com/tutorials/tutorial148.html.  You may need to change the BIOS to do first the CD drive in the boot sequence to boot from the CD.  To do this, hold the screen that tells you the key F to push to enter the menu start or start of installation.  Push it quickly.     I'm trying to configure the WIndows server.  I am running the following: Windows Server 2012 R2 Foundation.

    I did the following:

    1. I crossed the Config Wizard on domain Active Services and installed it.

    2 then I joined the field.  When I reboot the server, I get the following error:

    "resources (DNS server) is not responding.

    A1.  When I put a static IP address on DNS, I can't go to the Internet.  Even if

    Maybe the printer looks like a hard drive (some printers have card readers that make them look like a disk) and the computer attempts to boot from the USB drive instead of the hard drive?  It would be a modification of the settings in the BIOS
