  Unfortunately I have to disappoint you. Satellite M30 is quite old and it will certainly not supported in Vista. Because of this, you will not be able to find a driver for Vista on Toshiba download page. As far as I know Just notebooks with Vista capable sticker must be supported.

  I have Satellite M70 and it is also not supported, but I managed to install Vista and everything works fine. Driver audio I found Googling autour.

You can run MSCONFIG (type in the search window on the start menu).  See the "Startup" tab  So, you can use other applications to display the same information.
