  When you perform a clean installation of Windows (which is what I assume you are talking about "formatted my Dell Vostro), you must reinstall all hardware drivers.

  Nothing says that you need Flash/upgrade the BIOS updated? Updated your BIOS is usually not necessary unless the update fixes a problem that you are experiencing.

(Code 19). "I tried to uninstall reinstall the drivers and let Windows but which never works. I tried to uninstall the and clicking on 'check hardware changes' or whatever the option and a device setup prompt came, but I didn't know if it was for my wireless mouse or DVD drivers. With hindsight I should have waited until it ends instead of cancelling because I thought at the time, it was my mouse. Any help would be appreciated, thanks in advance!

  UPDATE: after the countless times uninstall the drivers and using the "Scan for hardware changes" button in the 'Action' tab, it finally started working.

  Go to Dell.com site, click technical support. It will then ask for your service tag. It's a sticker on the bottom of your laptop / inside the battery compartment. Enter it in the space provided and the site will return a list of drivers for your system.

  There is no charge for this. I have a Dell laptop and have been there several times for it free of charge. Otherwise, feel free to post your service tag and I can get the link of the place for you.
