Do I need to install the DirectX end-user Runtime?

Today on the Microsoft.com home page, is a banner of Silverlight full-width, and a section is a link to 'Get the update of DirectX'.  By clicking on the link takes you here.

This download says download page is for Windows 7 (and practically all other OS made in the last decade)... but do I need?  I do not understand why I would install DirectX 9. something when I'm on Windows 7, which already uses a newer version of DirectX.

I'm a tech person.  I live and I dream of MSDN and TechNet, I know best practices and read the KB for fun... so if I'm confused about this, I can't imagine how to confuse any normal user is when they see a banner telling them to install DirectX 9.

If you have not seen this link, then when you have the time go out there and post your suggestions.  Articles in the forums are watched, but it is a more direct link to provide suggestions and comments for Windows 7.   Thanks for the comments.
