Double click this entry, revealed the name of service bits (Background Intelligent Transfer Service), a service that I understand as part of Windows update. The path to the executable is listed as C:\Windows\System32\svchost.exe-k - netsvcs. This service is set to automatic, but it is not started; try to start the service causes the following error message appears: could not start the service on the Local computer. Error 1290: 0x50a.
  As I said, this is a new installation of Windows on a reformatted hard drive. I also have an older Dell OEM Windows disk of a 200 Vostro with Win XP SP2, I used without problem a few times before. I could try to use that and install SP3 manually later, if it has something to do with trying to install the operating system with SP3 already loaded (I know that this is not really that much sense, but I'm grabbing at straws at this point).

  I had this problem too, kept getting the error 1290: 0x50a every time I tried to start the service. I got the idea to take the registry entries and the qmgr.dll from XP machine that has bits works correctly. I did a work PC .reg and I copied the qmgr.dll.
