Error importing images from Samsung Galaxy phone on Windows 8.1

I am trying to import my pictures from my Samsung Galaxy phone on my laptop Windows 8.1. Initially, I was getting an error message:

Error message - 0 x 80070141 the device is inaccessible and showed my 138 images I wanted to import.

But now when I plug in my phone via a USB cable, I have just the message of "no there is no file or folder in this point of view" after I select my phone to do the import.

My phone is detected on my computer and when I ran the devmgmt.msc I found my phone under 'portable' and it says "this device is functioning correctly.

Method 1:
Run the hardware and devices Troubleshooter and check. Please follow these steps:

a. press Windows + W keys, type Troubleshooting in the search box and press ENTER.
b. click on 'show all' and then click 'hardware and devices'.
c. click 'Next' and follow the on-screen instructions.

If this does not help, then use method 2.
