"Error take ownership of the TPM.

When I use GPOS with MBAM to start encryption, I get the error message following 'error taking ownership of the TPM.  I tried to use the hotfix in the following article, but without success.

I did the following:

1 off and on TPM in the BIOS

2 cleared TPM in the BIOS

3 tried Intiate TPM tpm.msc

I am at a loss as how to get MBAM encypt these discs.  Some it works on and others, I get the error.  I use everything Dell Optiplex 960, 990 and Dell Latitude E6500, 6510, 6520, 6530.

    I have problems to install things like Visual Studio, the GPU drivers, printer drivers, file transfer from desktop to a folder on the desktop do not let me use or delete the new file, update Windows Defender and who-knows-what else that gives me an error immediately. Understood the problem with the GPU drivers by taking possession of the 'pilot' and 'DriverStore' files in the System32 folder with 'Appropriate' in the context menu. My old PC is running the same OS without any problem at all.
    Tried to buy permissions System32 the usual way, but I get an error. For the "pilot" and 'DriverStore', I used the context menu. It works, but it gives me the permissions (Administrator) AND I (users) defines as the owner. I just want to have permissions to change (installation, etc.) things and let the owner of the same. Now, the owner is not the same thing in other folders. SYSTEM and TrustedInstaler all the way with different permissions for them. Generally 'Users' have 3 permissions, 'Administrator' has 0 permissions, 'TrustedInstaler' has 1 authorization, "CREATOR OWNER" has 0 permissions, 'SYSTEM' has 0 or each authorization.     To change the owner to a user or a group is listed in the change owner to box, click the new owner.

    4. If you want to take ownership of the contents of the folder, select the check box Replace owner of subcontainers and objects .

    5. click OKand then click Yes when you receive the following message is displayed:

    You are not allowed to read the contents of directory folder_name. Do you want to replace the the directory permissions with permissions granting you full control?

    All permissions will be replaced if you click Yes.

    Note: folder_name is the name of the folder you want to take charge.

    6. click on OKand then reapply the permissions and security settings that you want for the folder and its contents.

    I can solve the problem by moving the phone in active directory to a different OU, which has no strategy group applied to it & the bitlocker encryption works successfully saves the bitlocker AD key

    This problem only happens to windows machines 7, 8.1 windows & windows 10 works very well. Can someone help me?

Some of our remote workstations in our stores have begun to have the options of 'Take Ownership' and 'Admin 'total control' Grant become available when a click with the right button on files and folders on these workstations.     Here's how:
