Error updating Windows VISTA OX8024402C

What is the solution for Windows Update error OX8024402C(2016-09-10-T-08_58_50P)?

How can I reinstall components update Windows with a Microsoft Tool that is always available for Windows VISTA home edition?  Microsoft still supports VISTA?  It is a year now and I can't get updates; Research of update crashes.  I tried several recommendations of correction through the Microsoft Community with a negative result.  I tried a Microsoft Fixit Tool that reports 2 errors aren't fixed which includes error OX8024402C(2016-09-10-T-08_58_50P). Microsoft Servers don't know the Windows VISTA updates for support Windows 10?  How can I get through Microsoft for direct assistance on this serious mistake that is extremely difficult to define? And Microsoft does this help?

    Applications, (Norton and McAfee) are notorious for not not upgrade (or uninstalling) itself. (No, Symantec Support never say this.) See if the following solves your problems:

    1. download the Norton Removal Tool, save it to your desktop: ftp://ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe

    2. close all open applications (that is, anything with an icon on the taskbar).

    3. After completing some you have a copy of your handy product key, uninstall all Norton software (including LiveUpdate and everything Norton Add ons) via Control Panel | Programs | Uninstall a program (or Control Panel |) Programs and features, if you are using the classic view).

    4 IMPORTANT! -Online activate Windows Firewall immediately after the restart.

    NB: Now you're "working without a net": no to ANYTHING else online (e.g., navigation, reading e-mail, chat) until you have completed step #7 below!

    5. right click on the file that you saved in step #1 above, and then select run as administrator.  DO TAP not your keyboard until the race ends, then restart.
