Hotmail "customer service" send an e-mail, Balogna, or legitimate?

I received an email from the team Hotmail that has been formatted as others, but looked very suspicious.  He said that the database is being reorganized and to provide personal information to prevent the deletion of account.  Balogna, or legitimate?
