  I'm sorry, but the hand tool to pan on the document is available in the bottom floating toolbar.  There is no way to add it to the toolbar at the top.

  This seems to be the behavior of the design.

  In Premiere Pro, click window > libraries to load your library panel. You can be free floating or break it in your workspace.   The only way I found to do that once a file has been downloaded is to remove it and add it again through either from Finder on Mac or iCloud.com.
