How can I disable FIPS in Windows 7 Home Premium

I tried to install IBM SPSS Data Collection 6.0 and have had problems with encryption.  IBM has said that I have to disable FIPS in Windows, but I can not find it.

b. in the registry editor, navigate to

HKLM\System\CurrentControlSet\Control\Lsa\FIPSAlgorithmPolicy\Enabled

c. this registry value reflects the current FIPS setting. If this setting is enabled, the value is 1. If this setting is disabled, the value is 0.

d. disable double click on the file and select 0.

e. restart the computer and check.
