How is it cookies are no longer visible in the list of cookies when I selected "accept the Cookies '?

I always run Firefox in private browsing mode. Normally, I do not accept the cookies, but turn on the 'accept cookies' when necessary. Until recently when I selected "Accept cookies", cookies showed in the list of 'cookies '. Now they do not. As far as I know, I don't do anything differently. Firefox reset makes no difference.

Firefox no longer displays the cookies in the Cookie Manager in you are in incognito mode.
