  OK, for anyone else who might encounter this problem, the solution is to disconnect all but one of the drives that you want on your computer.  Make sure you leave the one you want installed on connected windows and then do the installation.   The specified path seems to be a path of a Java JRE but not a path to a Java SDK. JDeveloper needs a complete Java SDK (e.g. JDK) but not only a JRE.
