I place the receiver program as a program exception in the firewall, but the digitizer is what sends the data to the port not the software on the system.

  ·         Who is the manufacturer of your scanner?

  ·         What exactly are you using the digitizer for?

  ·         What is the name of the program that you use to perform the test?

  I suggest you contact the manufacturer for the digitizer get the drivers to connect with Vista.

  If the device shows working in Device Manager then you can try to perform the test for the ports.
