  I found the solution.  I did some research and found references to delete the caps.db under earlier versions of Windows.   I found a file caps.db in C:\Program Files (x 86) \Common Files\Adobe\Backup.   I deleted the file, then right click on the Setup file and use "Run as Administrator" (do not do that the first time), installed everything well, except for an error with Adobe Flash CS4.   But so far, the programs seem to work well.   BTW, Adobe Reader 11, Photoshop elements 11 and 11 Premier came preinstalled with my computer), that could create some conflicts.

  For what it's worth, own Adobe's Web site indicates that there are no known issues with Windows 8.1 for CS4 (http://helpx.adobe.com/x-productkb/global/windows-8-1-compatability.html).

  The Creative Suite 3, I think that was intended for Mac OS 10.4 at the present time, we are on a 10.8, which I think must have your new iMac.   What is the exact error message that you receive? If say you that you do not meet the system requirements, you have OSX 10.9 or later installed on your Macbook Air? This is what is needed for the latest version of the creative cloud.
