How to prevent my monitor turning off if all my power settings are tuned to stay all the time?

This is a clean install of my OS (Windows 7 Ultimate)

All my power setting have been set to have my PC all the time. Everything is turned off so that my computer stays without interruption. However, my screen turns off after one minute of non-use. I have no idea why this is happening.

Any suggestions?

    I have a program, Seagull Jwalk (JW9c.exe) that we use in our business all the time. It works great on windows 7 in compatibility mode. However, whenever I click on the icon to start the program, I get the UAC prompt. given that this has happened several times a day for two weeks now, I don't think that the UAC prompt will disappear on its own. is it possible that I can manually turn off it just for this program? It will really annoy our users. But I don't want to completely lose security which provides the UAC.

    1 HARD drive - replaced and even resets
    2. battery - ran on power sector only and even resets

    5 - completely new OS + software resets the laptop when using some applications from a live disk.
