  Looks like you may have a virus or other malware. Get your updated antivirus program and boot into Safe Mode.   I would suggest trying the following steps and check if it helps.

  (a) boot with the Vista DVD / disque disk recovery, select Repair Options , and then select command prompt (no admin password needed that way)

  (b) now type C: (or any directory of your system files are located)

  c) cd windows/winsxs

  d) del pending.xml

  (e) then close and restart the computer.

  I also suggest you to update all the drivers of the computer as well.
